The Federal Communication Commission (FCC) on Thursday announced a proposal to improve the 911 service, making it easy for the respondents to find those who made the call.
The agency proposed a new regulation that would modify a requirement that the wireless service providers provide location information with all 911 calls that identify the horizontal and vertical location of the collar within the specified accuracy threshold, which are valid in an independent test bed. All four commissioners of FCC voted in favor.
FCC explained that while vertical location data is helpful for respondents first to detect 911 collar in multistory buildings, public safety authorities have expressed concern about the level of accuracy of vertical location data and adequacy of the test bed.
FCC President Brendon car said in a statement how a few years ago, he spent time in a Fairfax County, Virginia, Fire Station, to understand how location technology added the first respondents in their jobs. Carr said that the firefighters “emphasized the importance of 911 solutions, which can help them detect both the victims and the first respondents of the partner during the emergency situations.”

“Immediately after that visit, FCC adopted the rules that made it very easy for the first to find the calls in apartments and office buildings,” Carr said. “But since then our real -life experience shows that there are still many examples when our first respondents are not getting information about the necessary space in emergency situations.”

Under the proposal, wireless providers will require to provide vertical information to 911 call centers measured in height above the ground level (AGL) instead of the elemental (HAE), to provide more actionable information.
The industry testing bed will require to validate the performance of vertical information technologies in dense urban, urban, suburban and rural environments – rather than the current approach of collecting or average performance in the environment.

The proposal will provide comprehensive access to non-enectionwide wireless providers and some major public safety organizations to test bed data and allow those public safety officers to challenge the test bed verification.
The proposed rules of FCC also want to comment on ways to improve the number of wireless 911 calls, which express dispatcable location data along with calls, as well as wireless 911 calls and the location for the text -to -911 improves the horizontal location accuracy for accuracy for the location accuracy.
